Director, Global Program Design & Execution – Housing Finance Systems

About the role

Habitat for Humanity International is seeking a Director to provide strategic leadership for program innovation, learning, and effectiveness across a global portfolio of housing finance systems. The role will develop programmatic guidance, champion pilot initiatives, and foster cross‑regional collaboration to accelerate impact.

Key responsibilities

• Design, oversee, and evaluate pilot initiatives, innovative approaches, and targeted interventions to address emerging needs and strategic priorities.
• Facilitate cross‑regional learning, knowledge exchange, and the scaling of promising practices across country and regional programs.
• Partner with regional and functional leaders to translate organizational priorities into actionable programs, tools, and implementation support.
• Monitor program performance and effectiveness using data, evidence, and stakeholder feedback to drive continuous improvement and inform strategic decision‑making.
• Oversee program budgets, resource allocation, and operational planning to ensure effective and efficient delivery of initiatives.
• Identify and mitigate programmatic risks and implementation challenges while promoting adaptive management and organizational learning.
• Ensure alignment with organizational policies, donor requirements, and applicable quality and compliance standards.
• Lead and ensure quality completion of key strategic assignments and projects.
• Represent the organization in internal and external forums, fostering collaboration, partnerships, and knowledge sharing that advance program objectives.

Required profile

• Bachelor’s degree in International Development, Public Policy, Business Administration, Nonprofit Management, Social Sciences, or a related field.
• 12+ years of progressively responsible experience in program management, strategy development, capacity strengthening, and organizational learning in the financial sector.
• Demonstrated experience working in multiple emerging markets, particularly with financial institutions and associations on housing finance and financial inclusion.
• Experience designing, implementing, and evaluating multi‑country or cross‑functional initiatives.
• Proven ability to facilitate stakeholder engagement, collaboration, and knowledge‑sharing across diverse geographies and functions.
• Preferred: Master’s degree in a related field.
• Experience in thematic areas of climate and MSME finance.
• Experience developing programmatic guidance, frameworks, toolkits, or organizational standards.
• Success leading pilots, innovation initiatives, or evidence‑based interventions from concept through scaling and adoption.
• Experience driving organizational learning, change management, and cross‑regional collaboration.
• Professional certification in program management, change management, organizational development, or related disciplines.
