Senior Engineer, Solidarity Fund

About the role

IOM Bosnia and Herzegovina, in the Solidarity Fund unit in Sarajevo, is recruiting a Senior Engineer Consultant. Reporting to the Project Manager and under the Deputy Chief of Mission, the consultant is the project's lead technical focal point for construction and infrastructure interventions, advising project management and overseeing contractors and specialist engineers.

Key responsibilities

• Lead technical assessments and feasibility reviews of proposed infrastructure projects, including site inspections, condition assessments, preliminary cost estimates and risk analysis.
• Coordinate engineering documentation (surveys, designs, drawings, specifications, bills of quantities, schedules) and consolidate it into bidding and construction packages.
• Review and validate deliverables from consultants, designers and specialist engineers before procurement or construction.
• Support procurement and tendering, including technical documentation, bid evaluation and clarification requests.
• Oversee construction and rehabilitation works through site inspections and quality-assurance and quality-control arrangements.
• Review contractor progress, measurements and payment certifications, and assess design changes and variations.
• Liaise with authorities, utilities, designers, contractors and other stakeholders.
• Regular travel to construction sites and project locations across Bosnia and Herzegovina is required.

Required profile

• University degree in Civil Engineering or Architecture from an accredited institution, with five years of relevant professional experience.
• Successful completion of the Professional Engineering Exam is mandatory.
• Experience leading or coordinating infrastructure design, procurement support, construction supervision and contract administration.
• Knowledge of BiH construction regulations and experience in water supply, wastewater, drainage, environmental or utility infrastructure is an advantage.
• Driving licence, category B.

Required skills

• Proficiency in Microsoft Office; knowledge of AutoCAD or similar engineering software is an asset.
• Bills of Quantities, cost estimation and tender documentation.
• Contract management, quality assurance and regulatory compliance.
