Human Rights Officer – Transitional Justice

About the role

The Office of the High Commissioner for Human Rights (OHCHR) in Sarajevo is seeking a Human Rights Officer to lead activities on transitional justice and countering hate speech. Reporting to the Head of Office, the incumbent will support the UN country team in integrating human rights across UN programmes in Bosnia and Herzegovina.

Key responsibilities

• Monitor implementation of human rights and international humanitarian law, following up on recommendations from treaty bodies, the UPR, special procedures and investigative findings.
• Collect, document and analyse evidence‑based information on civil, cultural, economic, social and political rights, ensuring data is discoverable and gender‑responsive.
• Draft, review and disseminate human rights reports, briefings and analytical papers with legal analysis.
• Provide substantive advisory support to civil society and UN partners on human‑rights integration in protection, rule of law, transitional justice and accountability.
• Promote transitional justice processes, including truth‑seeking, prosecutions and reparations, through advocacy and engagement.
• Support treaty bodies, special procedures, the UPR and commissions of inquiry through research and technical assistance.

Required profile

• Strong knowledge of human rights law, international humanitarian law and UN human‑rights mechanisms.
• Experience in monitoring, evidence collection, analysis and reporting on human‑rights issues.
• Ability to engage with government authorities, civil‑society actors and UN entities.
• Excellent written communication skills for drafting reports and briefings.
