Joint Programme Manager – Roma Assistance Programme

About the role

The Joint Programme Manager will lead the UNDP‑led Roma Assistance Programme in Bosnia and Herzegovina, coordinating with UNICEF, UNFPA, IOM and other partners to implement a comprehensive, area‑based approach to Roma inclusion. Reporting to the Effective Governance Sector Leader, the role ensures that project objectives are met while adhering to UN Result‑Based Management standards.

Key responsibilities

• Coordinate and manage all project activities, liaising with UN agencies, donors, local governments and civil society to achieve the programme’s objectives.
• Supervise the project team, develop work plans, budgets and procurement plans, and ensure transparent, competitive allocation of resources.
• Provide policy advice and technical guidance on social protection reform, digital transformation and community‑based services, aligning interventions with EU standards and national priorities.
• Monitor project performance against logical‑framework indicators, prepare regular narrative and financial reports, and address risks or issues promptly.
• Lead the design and delivery of technical assistance to strengthen institutional capacities of partners and support the legalisation of Roma settlements.
• Represent the programme in steering committees, policy working groups and stakeholder events, fostering strategic synergies with related interventions.
